You're likely going to see two options come up a lot in this thread.

7th Sea - The second edition was recently released. It's actually quite good. Just something to note, this is not a "piracy" game specifically. It's a set of rules and setting for nautical adventures during the golden age of piracy. I bring it up just so you're aware you're not locked in to just playing pirates. It supports lots of options.
50 Fathoms - This is for Savage Worlds and I've heard good things. I've picked up a copy of the PDF by recommendation, but I've yet to have time to actually read through it. Glancing through it it looks like it'd be a ton of fun.
