The best value laptop in my opinion is the HP 15 for $430. It has great spec for it's price that will work very well for multi-tasking with a skylake i5 processor, 8gb of ram and a 128GB SSD (upgradable if you wish). It also has a decent battery life, a lightweight for a 15.6'' at 4.65 pounds, and a 1080p display.

In the 300s, my best suggestion is the Acer E15 for $330. It has a new Kaby Lake i5 processor, 4gb of ram and a 1TB HDD. It would still work fine for multi-tasking, but if you want to heavy multi-task it would be worth buying another RAM stick and upgrading the ram. It also has a 1080p display and a backlit keyboard.

And Above the $430 range, my best suggestion is the HP 15 for $585. It has even more powerful specs with a Skylake i7 processor, 8gb of ram and a 256gb ssd. It also has a full 1080p IPS display, and a pretty decent battery life (advertised up to 6 hours).

Now is a bad time to buy a laptop with Raven Ridge and Coffee Lake coming soon. If you really need something now though I'd recommend the Acer Aspire E 15. It's got a 1080p screen and has an i3 + HD 620 iGPU that can handle light gaming.

Idk your budget, but something that has at the minimum an Intel Core i3 processor with Intel Integrated graphics card and 4GB Ram. This would go for about $300-$400 dollars, would be able to play the Sims 4 at very low settings and the Sims 2 Ultimate Collection at comfortable settings/smooth gameplay.

If you can spare some more money, ideally you should get an Intel Core i5 or i7 processor, preferably a 6/7/8th generation (generation indicated by the first of number that follows, so for example I have an i5 6200U processor). 8GB+ RAM (more the better) is all suggested. The processors I just mentioned will suit the game fine for medium/high settings but for ultra settings look for one of the i5/i7 with “HQ” at the end. The difference between a processor ending is that 6/7th gen and below processors that end with U are only “dual core” while HQ means “quad core”. If you don’t have the money to grab a quad core/HQ that’s ok, but it leads to my next point.

If you can’t get an HQ processor, try to at least get a U processor accompanied by a dedicated graphics card! Some dgpu’s in a decent price range that work well for sims are the Nvidia GeForce 940m, or MX150 made by the same company! Ultra settings could benefit from a Nvidia GeForce GTX1050 or above (1050,1060,1070,1080). That’s basically it!

The first option is only recommended if you’re on a tight budget. You can get more bang for your buck if you go for a desktop, ie. better processor/graphics card for less money but you use the portability factor. Yes, there was some changes to combat mechanics. It only really nerfed high DPS'ers in the game. Some "normal" players commented that the changes seems to slightly improve their ship performance. The biggest hit was to the "plasma exploder" fleet consoles which got nerfed to the ground and are basically considered worthless now. The Plasmonic Leech took a hit; it can now only provide up to 7.5 power per subsystem. In the past with very, very high drain skills it can provide over 30 power per subsystem and most people basically agreed that it was overpowered.

Firing cycles for energy weapons have been standardize. All energy weapons have a 5 second firing cycle which include firing and recharging. Beams fire for 4 seconds and recharges for 1 second; 4/1 firing cycle. Dual cannons and turrets have a 3/2 firing cycle. Dual heavy cannons have a 2/3 firing cycle and have finally been updated to have a default +10% critical severity.
The drop-off damage of cannon weapons have been lessened so that they now do a little more damage at longer range.

The most recent mechanic change is Re-Engineering which allows you to change the modifier of many, but not all gear... at least not yet. It is a new system that still needs to be fleshed out. It is yet another Dil sink and you also need a new currency called salvage to roll the dice in order to change mods on some gear; the interface is actually similar to a slot machine (which I am sure was intentional tongue in cheek humor). It is now pretty easy to get a weapon with [CrtD]x4 [Pen] now... as long as the weapon already has [Pen] which can only obtain when a weapon is crafted.

On person mentioned that he was able to sell epic weapons with [CrtD]x4 [Pen] on the Exchange for 60 million EC. Now that has dropped to 30 million EC and I suspect prices can drop a little more in the future as more and more players play around with re-engineering.

No $200 laptop will be good. However, for $150 more you can find good deals like this laptop. It's got the latest i3 processor, a backlight keyboard, and can upgrade the RAM up to 32 GB. The Intel HD 620 integrated into the i3-7100U (all i#-7###U CPUs) runs Sims 4 well enough, and should be just fine for Sims 3.

The other thing about this laptop is its higher 1920x1080 resolution (compared to 1366x768). It's less limiting outside of gaming, for how many windows you'll be able to fit onscreen at a time. (I recommend going into display settings and turning scaling down to 100% when you get it, but even the default 125% scaling gives you more room onscreen than 1366x768). The laptop is slightly higher in price, at $350, but you won't really get a good resolution alongside 7th generation integrated graphics, for a lower price.

  ROBLOX is trying to push developers into using R15 in their games more, this shows with the amount of updates they're adding to R15. One day, I believe games with R6 will be less popular than those with R15, just because of the sheer amount of possibilities there are with R15.
  
  Also, every day there are hundreds, or even thousands of new players. New players won't care about "R6 is classic! R15 sucks!" What they will think is "R15 has better animations, it looks more natural and realistic." New players will most likely prefer R15 over R6 just because of how it looks.

  Because of the new "wobble" from R15, its harder to hit headshots an so the skill cap is widened even more. I'd recommend this. The processor is a bit newer but the biggest improvement is the screen. I have a 1366x768 screen and by god its truly awful. You should expect to see 10-15% faster cpu and gpu performance as well since the i3-5020U is Broadwell and the i3-7100U is Kaby Lake.

EDIT: It also appears to have expandable RAM and an open M.2 slot, so you can add an SSD in later! Definitely recommend this one.

As for windows PC's. It really depends what he wants. At that price point there's lots of trade offs. Does he want processing power or battery life? Good construction or good hardware? A nice screen? What's important?

If you go windows, I would suggest picking up something with an SSD. You could probably get away with the tasks he wants on 4 GB of ram, but shouldn't need to with 500$. Do not buy a processor based on the GHz! It means next to nothing. It's hard to tell what processors are good if you aren't familiar, and I'm sorry about that. You need to take into account the age of the processor, for intel 8000 series is newest followed by 7000 last year. Then what kind of processor is it atom, celeron, i3, i5, i7? I've been doing a lot of research lately. I purchased the Xiaomi Notebook Pro from LightInTheBox yesterday for about $800 ($850 with a $50 Thanksgiving discount). Haven't received it yet but I haven't seen a bad review for it.

It doesn't have the nicest build quality (mostly plastic) but the specs are decent enough for just web browsing, AND it has additional free RAM slot so if 4GB isn't enough, you can just add more. It also has a 1TB HDD and a free slot for an m.2 SSD and the battery life is pretty decent. Again, the build quality isn't spectacular but it definitely doesnt feel like it's going to fall apart out of nowhere.

Edit: It also has USB 3.0 and type-C, 15.6" screen at 1080p, HDMI out, and backlit keys.

There's also a slightly higher end model for $600 that comes with 8gb of RAM and a 256gb SSD.

I had to change a couple of things in the BIOS to install Ubuntu, but other than that installation was a breeze and everything works just fine.

3 would be on the low end but if you can shell out another 90 quid (includes shipping and import taxes) I'd recommend this

If I was to buy one for work, I'd probably go up to the i5 model, but for my kids to play Minecraft on or to do school work, it's perfect. I love the keyboard on it. If everything you do is inside Chrome, get a chromebook, they're cheap, rock solid, and easy to use. If you run windows applications and want new hardware, this new acer should server any ludite well. If you don't mind used hardware, ebay is a great place to look for previous gen hardware.

Your idea about user control is right on the mark. Chromebook can also be helpful in that way--- you can "powerwash" the machine with a button, and the software repository is somewhat locked down by google similar to the android play store. They issue these to school kids because they're pretty solid
ChromeOS has a remote assistance app so you can help him when things come up. If you think he'll get more into computing now, just get a windows machine but be prepared to do tech support occasionally.

Here is another good option for simply streaming things and surfing the web. The display is probably the best out of all of them, it is a bit more priced at 400 usd though. It is a convertible though, so if you are watching shows on it, you may enjoy that. It's chrome OS, which a lot of people hate, but for what you are doing, you shouldn't have too much of a problem. Just know, it's essentially a bigger, glorified tablet with the restrictive OS

I guess that a good point. I did find this laptop https://www.amazon.com/dp/B01K1IO3QW in about 30 seconds with comparable specs (to Acer Chromebook 14), much better hard drive space though. Also made by Acer too. It's not even $100 more than what the Acer Chromebook 14 is going for right now and it does have a larger screen, DDR4 ram compared to DDD3 an i3 processor compared to a Celeron and 1TB hard drive compared to 32GB. Also has much more functionality offline compared to a Chromebook and can install many more applications than a Chromebook. I think all that is is worth the $80 more. I do have to say I have not really analyzed what other Chrombooks are out there at the $350 price point but if you just look at two different machines both built by Acer you can see my point.

I don't have many particular suggestions for your budget, but I can help you out in regards to the performance you can expect.

The 2630QM and the i3-7100u perform about the same in most workloads. The only situation in which the 2630QM beats the 7100u is in heavily multi-threaded applications, such as video editing, rendering, etc.

The i3 7100u should be plenty for any schoolwork, document editing, and streaming. I would personally recommend a laptop that has upgradeable RAM, as 4gb will become quite limited in the future.

I do have one suggestion in mind. I realize it is over your max budget, but it would be extremely worth it if you can save the extra $50 or so. It's the Acer E15.

The laptop has an i3-7100u, 4gb of DDR4 RAM, and a 1tb HDD. What really makes this a great buy though is that it has an empty M.2 slot for an SSD, and the RAM is upgradeable. Most other budget laptops aren't nearly as good in future upgrades, and I think you would be extremely happy with the purchase in the end.

It's just a suggestion though. If you for some reason cannot go above $320 at all, and need a laptop now, you should probably look elsewhere.

I too have been looking at getting a new laptop, had an Aspire One before too (d255), but my current is an HP pavilion touchsmart. I love the netbook formfactor, even 11" is too big for me to really like.

However, I am so sick of battery (never had a laptop with greater then 1.5 hours), never being able to play games without tons of effort (though Fallout 4 is almost playable on this 1ghz apu with lots of effort :) ).

From a quick search like it's selling used for 300+ USD in the US with no mods on ebay, and in Greece laptops are crazy expensive so maybe I should try to local craigslist equivalent (I'm a US expat).

It's in fine shape, the only problems are that one USB of three USB ports is not working (could be a simple fix, I am not a hardware guy). Otherwise it looks good and runs great, and I'm considering keeping it the more I read about what I could get in the budget market these days, especially living in Greece.

Please let me know what you think this might be worth sold online in the EU, and likewise if anyone here might be interested. If I'm not being specific enough, I can do my best to clarify.

People have different definitions of "run". If you want 60FPS min on lowest settings, you can probably get by with any skylake i3 CPU. Runescape isn't very demanding for modern hardware.

This Is a little more expensive at 350$, but it is levels higher. With a 15w kaby lake i3, 4gb of ddr4 ram and a full hd screen, the user experience will be miles better.

This laptop is meant for internet browsing, low/medium resource programs like microsoft office etc, and especially if you want something for light gaming

The only flaw is the hard drive size. However, an SSD is excellent to put your operating system on, and also your most used programs.

Just to show what this laptop can do for gaming. You will get pretty much the exact same / slightly better performance for gaming. Only difference is the game will launch faster.

Either of those should be fine for playing on lower settings. You might actually be able to get the Acer cheaper on the American website, try doing the math just to make sure.

The Acer is also really easy to upgrade. Might be worth adding a small M.2 SSD and an extra 4GB of RAM if you have the budget

I'm considering these two if I go for a chromebook. You pretty much wouldn't be able to game on these at all due to the OS. The samsung has a built in stylus if you plan to do notetaking with it. They're both lightweight/durable so they seem good for travel. I plan on running crouton for added versatility and coding development. And tbh I like the idea of a polished macbook feel.

Overall, for me the choice is coming down to whether I want the 2 in 1 tablet + touchscreen/stylus notetaking capabilities, added portability, and lighter weight chromebook, or the software versatility and comfort of having a windows notebook I'm more familiar with. If you want touch, the Dell Inspiron 5378 is a veritable beast. The 8GB RAM, i5-7200 256GB SSD model retails for anything between $400 and $600 depending on the day of the week.
If refurbished works, you might get some great deals on Dell outlet for the i7 model.

If you do not care about 2-in-1s or touch, want the absolute best deal, and can lug along a 15 incher, albeit on the lighter side, the Acer Aspire E15 is an awesome deal on Amazon ($379, i3-7100, 4GB RAM, HDD Warning)

If you want the absolute cheapest option one can use without wanting to kill someone, heres the Dell Inspiron 3168(1.6 GHz Intel Pentium N3710 Quad-Core 4GB DDR3L RAM | 500GB 5400 rpm HDD) for $279. It is usable but not recommended.

I focussed on lighter options which aren't computing beasts, based on my understanding of your needs. These are all low-power CPUs with integrated graphics, which means gaming is not a real option and video editing, etc would suck, but that helps a lot with battery life and portability.

Or would this Acer Aspire E15 be a good choice? By the looks of it, it's a lot better bang for my buck than I can buy here in Belgium, even if I add shipping + port costs.

Yeah that's another thing I'm considering. If I stay within my current career trajectory, the power of the machine will still be relevant, but that's a big if. I might just go with this acer

I'm looking for something that can handle normal web browsing, basic video editing, and minor games I play Civiliation, Stardew Valley, Binding of Isaac, mostly casual type games on my laptop. I save Witcher and so on for console. I'm just not sure that Intel i3 and 4gb of memory is enough to handle that.

Not especially intensive, my friend said she just uses Final Cut. It's going to be a college laptop, but she's in school for like international business or hospitality or something like that, the video editing is probably mostly going to be hobby stuff, like maybe a compilation of her cosplay stuff.

Bang you have a laptop that can run HS full 1080p with minimal to no stutter. Shit it even runs WoW on 1080p Medium settings with anti aliasing 60 fps for me. ALSO its fully upgradable to 16gb ram and a SSD.

edit::btw, dont update the drivers until all the windows updates have finished, itll take a few hrs of downloading and restarting.

I'm all for having a big screen and multiple monitors. If a Chromebook/Surface can't handle multiple monitors, it'd be garbage to me. This seems to be a pretty good choice for you.

Long battery, low weight, and passable performance is really hard to get at that price range.

Used t430 + second battery (or replace the main one with the 6 cell battery). Will run you just under $300 while providing ample power. It does come close to 5 pounds though (possibly over with 6 cell battery).

This Acer is over $300 but has great battery life and will also be fast enough.

I tried the same thing as you and got an HP stream previously. The Celeron processor really can't handle multitasking, I ended up having to install Linux, program in VIM, and keep only two tabs open to have the thing working, and I still had to wait a second for everything. Sure you get good battery life and a low price, but IMO not worth it. So I wouldn't recommend an atom or Celeron you find in cheap notebooks with long battery lives. Go Intel core or give up.

If you don't care about storage and are comfortable with Linux, you could try an i3 Chromebook with Linux. These are usually over $300, but they go on sale a lot.
