Yes to shed a bit of technical light on why this is.

Your Celeron is based on the newer faster broadwell architecture(2015), the HD graphics inside would be around the performance of an HD 4200 if not better in most cases.

While most celeron/atom processors I typically see are using using a baytrail variant which is Intel HD 1000 performance. (Complete garbage)

Edit: Since I happened to be looking around for Chromebooks for 250 http://www.amazon.com/Acer-Chromebook-CB5-571-C1DZ-15-6-Inch-Full/dp/B00TU7U4PU/ref=pd_cp_147_1?ie=UTF8&refRID=1N6R6FHJCQKK0YFY8D39 gives you the same hardware but with a better 1080p IPS display. DO TELL ME if something is a negative or wrong, but scanning it up and down it's a direct improvement.

If you are looking for the best bang for your buck for the needs you mention (weight and battery is not so important, but screen and performance is) I would go with the only 15.6" model you mention:

No, Skype does not work. Hangouts is a good alternative however.

I recently ordered about 20 Chromebooks for my school district. ASUS C201 11.6" units. Avoid that particular model. They are cheap, flimsy machines. Thank God we only need them for testing students.

As for compatibility, it's not too bad an OS. All general computing can be done on a Chromebook. You can also enable Android apps to run on them. There's even Word online, and other Office apps. The battery life is crazy though, 8-10 hours, even longer most of the time.

You don't need an external HDD, because most of them have SD card slots, or USB ports, so you can just buy her a nice 128GB USB flash drive and that'll hold all her schoolwork. I got one of those solid metal ones from Samsung, it'll last literally the rest of my life, lol.

I'm not sure what your budget is but here's some options for Chromebooks...

Ok, in case you wanted to just skip the Chromebooks entirely, and get her a Windows laptop, that will be more compatible

The price you're seeing on Amazon is 3rd party, when Amazon had it in stock they were selling it for $250. It was also $250 at Best Buy when I bought mine there, although it appears that they've raised their price on it.

I would think about the Acer Chromebook 15 with 4 GB ram. It's a large screen that's very responsive for $250.

You're an adult and if you think making this purchase will help you in uni and keep you further away from video games then do some research and make the purchase.

I think this Chromebook is a really nice deal but do some research first. They're pretty different from normal laptops and it wouldn't be a good laptop for certain majors.

I have the CB5-571 which is also rated to 9ish hours and am seeing similar battery life at around 5-6 hours. If I am spending(wasting) a lot of time on Youtube, its even less. Still beats out my old Samsung i7 that could go for about 30 minutes. My wife has the CB3-531 which is similar but the screen is lower resolution and she gets way better battery life then me doing the same things. When I run Ubuntu through crouton I see the same battery life on that as well. So its not Chrome itself.

The Acer Chromebook 14 seems like a good option. If you don't mind the extra heft, an Acer Chromebook 15 is another option. You could also buy a slightly newer (I believe) version of what you have: HP Chromebook 14-ak050nr.
