This laptop runs Windows 10 Home. The i7 6-core processor + high end graphics card will be perfect for the programs/uses you listed. It has a backlit keyboard, but no touchscreen or fingerprint reader.
If you do want to cut back on money a bit more, how about the Dell G5? Same processor, slightly weaker GPU.
