The only time I've seen it even downclock to below 3.0ghz is when running Prime95 in with AVX2 which does pretty much pushes it against it's 15W thermal limit.

In your budget the Acer Aspire E15 is your best bet. It has a quad core CPU and a mx150 graphics card that will run games will. 13" is out of the question for your budget. The closet thing would be the Swift 3
Could you go over the $700 budget? This ASUS ZenBook 13 would be a very nice pick that matches what you would want.
In terms of running games , this Acer Swift 3 of which I am currently an owner, would do a great job - thanks to its dedicated graphics card that the Zenbook doesnt have.

I am looking to grab a 14" Laptop this Black Friday. No 15.6", feels too bulky for my friend.
Touchscreen and Rotation optional. SSD strongly preferred. Budget ~$600-800, lower is better though.
Should be able to play some small games (i.e. Overwatch) at good frame rates (60+ FPS) on Med-High, or maybe even some bigger games ("old" AAA games) at 45+ FPS, granted though it might be lower settings/resolution.
Given these specifications and your list, I am looking at the Acer Swift 3. It comes with a MX150 dedicated, which apparently is not too bad. My personal laptop (a few years old) has an 860m, and if the MX150 performs roughly the same as an 860m (from quick Google searches, that seems to be the case), then it should be fine (as in, hopefully moving forward for the next 3-4 years it will continue to be okay...) Also comes with 256 GB SSD, which is great as well.
I'm just wondering if, given those specifications, you have any other potential laptops that I should be looking at.

Also, I don't know if you must have the dGPU(mx150), it is not too strong, so maybe consider the ux430ua too, versus the acer swift 3 above, it is better by having 16gigs of ram(x2) and i7 8550u(instead of i5 8250u), however, it doesn't have a dGPU\>
I know Acer and HP have released a few variants in the US so far. As for other regions I'm not sure yet, as I want an updated HP Envy 13 to be released in the UK.
So I was right about the Lenovo, it uses the 940MX while the XPS has no form of discrete GPU. From the get go the Lenovo is the only option of the two for light gaming, and I mean light gaming. I call the 940MX the 720p chip as most it games will play on it at 30-40FPS but the settings have to be set to low and 720p. Sometimes you can bump it up to medium but it depends on the game. When I say games I mean titles released around 2015 til now, really old games will play fine on it but really old games might not be highly optimized.
The XPS 13 is probably the one that will give you the best battery life, its thin and uses only the built in HD graphics on the i5. These build in graphics will run really old games just fine and some modern light weight titles like DOTA pretty well but don't expect any kind of AAA title to run smoothly.
If you want something with a little more power but remain in the 14" range then consider the Acer Swift 3. It uses the successor to the 940MX chip, the MX150 which has about a 20-30% bump in performance. It can play most modern titles at 1080p and low to medium settings at 30 FPS or more, especially if they are optimized well. For example, ive seen benchmarks of it playing overwatch on medium to high settings at 1080p and hitting over 55FPS on average. The 940MX gives you those same FPS at 720p medium. It also has the latest i5 low voltage quad-core processor. It wont give you the same performance as the high end quad cores but it will still give you quite an increase in multitasking capabilities while saving on battery life. Price is $800.

At that budget, there are rarely any laptops with Thunderbolt 3 that too with 4 lanes of PCIe. You might older XPS 13 under $1000 but that has 2 lanes of PCIe, thus affecting performance. 2 in 1 & gaming doesn't go hand in hand, even in higher segment.

All the laptops on that list are 4.1 pounds on average and even 4.9 pounds and 1200 dollars to 2700 dollars !!!! , and article states mx150 or better gpu as acceptable gpu yet totally ignores the Acer Swift 3 which is 3.6 pounds with an nvidia mx150 gpu and a price of just 749 dollars !!!!! for the quite capable i5 8250u cpu with 7600 passmark points, mx150, 8gb ram and 256 gb ssd, 14 inch.
Also 15 inch laptops with numpad aren't worthy of being on any lightweight list. Only 14 inch or less.

Take in mind something, Dell Inspiron 13 7000 is touch display. That, by itself, is great. But it consumes more battery, so maybe it worries you. Any question, just DO IT!
You could get this Acer Swift 3 with the solid 8th gen i5 processor that will handle photo editing tasks excellently. It also has a nice 8 GB RAM and fast 256 GB SSD in addition to a tough metal case, crunchy keyboard and long battery life.
This ones pretty good, it's 15.'6" but it is around 3lbs. Only down side is no SSD.

There is Acer Swift 3 and a Asus Zenbook with similar specs but its price is like $999 plus the Acer Swift just looks and feels more premium and she can get an external HDD or even SSD for photo and video editing plus the MX 150 gpu can handle almost every games at medium with good frames.

I just bought an Acer Swift 3 that I’m extremely happy with. Low price, light, good battery life. It’s basically a Mac clone and best bang for your buck I could find. You can get it for around $600 if you don’t want a gpu. After buying this I compared to the specs of Macs and laughed so hard. That sounds awesome, but I've had bad experience with Acer devices in the past, especially build quality. How long do you think the battery will last wear wise? I ended up ordering an Acer Swift 3 for $719. It seems like this is one of the best deals for a laptop with i5 8250u, mx150, 256 GB SSD, 1080p IPS, and light weight. I was hoping for a better deal, but I guess this will do.
My only concern is that reviews indicate the screen is not as bright as one might expect at this price point.

Either way I think all three Zenbooks here have higher quality displays than both Acer models. Closer to 90% sRGB rather than 60%. Though aside from the UX330UA they all cost more. They should all be similarly fine at multitasking, and for the ones with USB-C ports but no HDMI/DisplayPort you should have no problem finding an adapter.

it's gonna be quite hard to find a laptop at that price that can play overwatch, league should be no problem tho. sorry i can't find a specific laptop, but here are some tips:
for storage, try to get an SSD instead of HDD, it makes a world of diff in terms of speed (think car vs bike).
try to get a screen with Full HD resolution (1920x1080), and IPS instead of TN technology, viewing angles and color accuracy is better
for gaming, get a discrete graphics card (unless you just wanna play league). i don't think your current laptop even has one! for overwatch, get at least a mx150/gtx1050 (latest generation gpu) or gtx960m (last gen gpu)
of course, make sure to check the weight and battery life of the laptop too for school purposes, you don't wanna be breaking your back lugging that thing around...even worse if you need your charger too...

I'd say this model of the Acer Swift 3 is your best bet without knowing your budget:
Best of all, it's only $800. I'd honestly say that this is the best overall laptop under $1000 right now. Sure, there's more powerful laptops around or below this price but none are nearly as portable. Trust me, I've looked. Only real downside I can see is no ethernet port, but you can buy a cheap USB adapter for that.

There are very few 13.3" laptops running quad core processors or graphics higher than HD 620 graphics. If you wait a few weeks for 8th generation 15W processors to be released, they are going to be quad core processors. They still aren't comparable to 45W quad core processors that are typically seen in 15" laptops, but are still quite a jump from the current 7th generation dual core processors.
I think the Razer Blade Stealth is actually a damn solid option (assuming he's looking at the 2017 13" version and not last years 12.5" version).
For more powerful options, look into new laptops with MX150 graphics. Many have been announced (like the HP Envy 13), but are not officially for sale yet. The Acer Swift 3 with an 8th gen i5 and an MX150 dGPU is the one of the few options currently on the market under 15".
He can also consider options like a high end Dell XPS 13 which comes with higher end Iris Pro 640 graphics. It's still integrated graphics, but around 50% more powerful than the equivalent HD 620 graphics.
