afaik, at worst the card won't use the freesync tech and just sticks with the standard refresh rate of the monitor. the closest competitor is this which is 130€ more to just have g-sync tech.
Frankly, gaming on 120 or even 144Hz is a bonus for me. Rock solid 60 is what i'm looking for, so refresh rate for the monitor is kind of a plus. The big features i'm looking into are screen res, size (inches) and ips panels for color fidelity. The rest is bonus.
About the cpu, i'd take a 6700 for the new tech that offers and future software support for that. My 2600k runs still fine, in terms of raw performance, but of course newer cpus perform better with similar specs

I'd encourage you to look into 1440p displays. Better picture quality than 1080p with much lower performance impact than 4k. It's more or less the ideal resolution for your GPU. You'll get 60+ fps on most new games.
Additionally, there is very little native 4k content out there (outside of gaming). As I understand it, the only web browser capable of displaying even 1080p content on Netflix is Edge. I don't even think the Windows App lets you watch in 4k, though I haven't done much research on this; you may want to look it up.
For just a little more than that 4k display you listed, you can get a 1440p 144hz G-Sync monitor (I can't overstate how wonderful G-Sync is).

Or course, you could save some money by going with a 60hz panel, or a 144hz without G-Sync. My brother has this Dell monitor; it's only 60hz and it doesn't have G-Sync, but the picture quality is fantastic for the price.
For what it's worth, I use the PG279Q that I linked with a GTX 980ti, which performs very similarly to your 1070, and it really is the 'sweet spot' for that card.

It's pretty decent and I'm fairly happy with it. From the soudns of it, it does not seem better than the PG279q, but I got it new on sale for £200 less so.... (Currently is not on sale, unfortunately)

Yes, that's the one. Basically price wise it's pretty nice and the 4ms doesn't bother me too much, because i'm not a professional competitive gamer. It says that your budget is about 2800, is that true or did you misclicked the 2 instead of 1 (1800$, would make more sense since your PC is at 1400 dollars and you're willing to pay 500$ for a monitor at most).
If you don't want a very high resolution monitor, go for a 1440. Why? Well, you're going to use your monitor always, so go for the best combo of Hz and resolution (In this case, 1440p 144Hz).
Take in count that G-Sync will increase the price of the monitor for about 200 dollars.

I'm just waiting for the next gen, both the Asus and acer have way too many problems.
Edit: it seems response time isn't such a huge issue. I'll still wait for an improved monitor. The IPS glow and BLB and these units is not what I'd expect from a 800 buck monitor.
