It's not cheap but I use Acure's Seriously Firming Serum, looks like you can get it for a bit less on Amazon than retail. I use it at night and it absorbs into the skin leaving it feeling soft and doesn't break me out. I also use a clear complexion cream from Swansons that I've been really happy with. I have acne prone and sensitive skin and both of these products have not caused irritation and have not caused breakouts. I do spot treatment with tea tree oil. Also here's a list of comedogenic ratings for oils, might help.

If you are using a normal face wash (you didn't mention acne so I'm assuming it's not BP or acid base, it's probably your moisturizer. This used to happen to me all the time, but I 'repaired my moisture barrier' and I figured out I actually have pretty normal skin.

My skin would flake all the time around my mouth & nose. Scrubbing it with physical exfoliators (face scrubs, face brushes & wash cloths) only made it worse. I randomly picked up a serum at target, and that plus my moisturizer seem to work. I would love to find a moisturizer that would do both but my current method works, and my skin looks great!

I highly highly recommend trying Rosehip Oil. I have super pale, dry skin that I never knew what to do with, especially in the winter, until I tried this stuff. I put it on before applying makeup, I mix a tiny drop in with my foundation, and I put some on my face before bed. I've gotten a little addicted because my face finally feels normal!

I have been using the Acure Seriously Firming Facial Serum for about a week now at night, and it has worked really well for me! It's just a combinations of a bunch of different oils. I have acne-prone, combination skin, and it hasn't broken me out. I apply it after I spray my face with Witch Hazel. I love all of Acure's products as they are natural and gentle on my sensitive skin!
