There are Middle-earth rulebooks for D&D 5e.
Loremaster's Guide and the Player's Guide.
I've heard very mixed things about them, however, and feel like you would probably do just as well to home-brew something using the core 5e material (just limit the magic classes, reflavor races/spells/monsters). Although, those two books might be a good place to start in terms of inspiration and guidance.

It's Adventures in Middle Earth which is the 5e version of TOR. I was getting the names mixed up you're right.

Third-party publishers have put out setting books such as Middle Earth, Zodiac Empires, and more. Kobold Press has one for Midgard that I like.
