Plaster is the cheapest method, but since it creates a hard mold and heat there is the potential for it to damage the original if not done correctly or locking the original in there.
I'd suggest using something like this a two part putty mold. You should be able to find a similar product at your craft store in the jewelry or soap making aisles. You mix the two parts together to form a putty and then put it on original and let it cure to the boxes instructions.
After the mold is made you can cast copies out of resin or plaster.
There are a lot of videos on YouTube that can show you how to do this.

Mold making putty is a must. She can make her own molds or duplicate something she likes.

Yup, totally sqishy-bendy. They were formed over the monster high doll heads, so you can take the 'wig' off and it's like a mold of the head on the inside. Cuz that's what this stuff was intended to be. Molds. Ha. So they come off and go back on super-easily.
Specifically, they were made with this stuff - Alumilite Amazing Mold Putty Kit
To make the pinkish-red one, I had to mix in a small amount of silicone rubber-compatible dye. When I tried using some other type of dye I had for resin casting, it messed up the chemistry and the silicone didn't set right. So if you want to paint anything made this way, you've got to make sure you use silicone compatible paints.
I ended up just leaving them solid colors because I didn't have any of the right sorts of paint.
The silicone totally bonds to itself, so you can do things in pieces and they fuse together.
Also important to keep in mind that it's not really possible to sand or clean up this stuff after the fact. Once it's set, that's pretty much it.

EDIT2: Sorry, english isn't my native language....other than mold, for "hands" (or anything you can stick in hehe) you can use almost any industrial material harder than silicone. For example plaster, gypsum...etc
