You can buy a nasal aspirator that does just this for about $5.00. Some do work better than others but the decent ones work really well. Baby doesn't really like it but then baby might not like an adult trying to suck its face off either.
This one was the best we had for our daughter. Thing is like a shopvac for mucous.
