It seems to me like your WiFi card is getting old. Before we assume that the WiFi card is bad, try re enabling it in Device Manager or open up the computer and take out the WiFi card and put it back in. If those things don’t work, it looks like that your WiFi Card might be bad.
I found this on Amazon. It supports Bluetooth and 5GHz WiFi.
Basing off the specifications of the part, I’m going to assume that it is a half size module.
It is $11 USD for the cheapest replacement that I can find.

Yeah, you should be able to use that ram. It has to be a single 8 gig stick though. Unless it has two slots, which I am unaware of.
It's unlikely that it doesn't have wifi/bluetooth. That's easily taken care of, as you can buy a mini pcie wifi+bluetooth card for like 15 bucks on amazon. Something like this should already be in your laptop, as they come standard with cards like these. I believe that ThinkPads usually come with Intel wifi+bt chipsets. If it's not there, its very simple to just install it, however it involves opening your laptop.
This is just an adapter:

Add an intel wireless chip like this one:

In my experience, Intel makes great drivers (note: they have had issues at times, I know, but they seem to finally fix things.)
Here's a qualcomm wireless card that will fit in that fenvi adapter:

A shit ton of adapters:

Note: be careful with the interface of the actual wireless card, make sure, if you're going to get one of these, that it fits into the fenvi adapter
