This (new?) book from 2011 is pretty crappy, except for some original interviews she did. Here is a detailed and very thorough review, which I recommend and would copy and paste in my reply, but it's too long. Her evading questions and simply pimping her book at Rogan didn't increase her credibility either. I'm definitely steering clear of anything she wrote. Two good books about Area 51 here and here.

>I am asking why so many people believe the craft they see is from another world and not the product of government prototyping.

Probably because many of the maneuvers reportedly performed by the UFOs (instantaneous changes in direction, rapid lateral motion, etc.) are beyond the scope of of that capable of being done by helicopters / jets / rockets.

Take those reports, combine them with the reports that our government has come up with an agreement with the extraterrestrials to trade advanced technology for animal / human tissue (abductions / cattle mutilations) and boron (aliens are supposed to LOVE boron for some reason), and all of a sudden Groom Lake and other govt. facilities seem like a solid destination for aliens to visit.

All of that said, the alien conspiracy theories are just as fictional / hilarious / delusional as any other conspiracy theory.

If you're actually interested in the phenomenon, this book might be worth checking out from the library - http://www.amazon.com/Area-Dreamland-Chronicles-David-Darlington/dp/0805060405
