I was also looking for an AM4 board with IPMI features. Asrock listed the X470D4U which I never thought would release. I'm still unsure if you can actually buy it or not. Newegg shows "Not available" and Amazon shows "Usually ships within 1 to 2 months.". I waited a month to see if Amazon would ever show in stock and it hasn't up until this point.
Cool to see Tyan is seemingly going to put this board out. Should be great for home servers and the like.

I don't know about when "real" retailers will have them. This is what they said when I asked when/if the board would be released in New Zealand:

more pci slots, more sata ports, ipmi, ecc support, and onboard graphics which I don't think most ryzen boards have.
