I play on Xbox and bought this monitor a few months back. Huge improvement. It's 1080p and has a 1ms response time which is what you want. Price isn't too bad either

I chose this one due to the fact it has two HDMI ports and you specified you wanted a monitor for both a console and a PC. That way you don't have to keep unplugging and plugging in HDMI cords. It's also relatively cheap and a good size and brand. This will do you nicely.

ASUS VX238-H is what I currently have. They retail for about $150.
Great monitors for gaming partially due to the 1ms response time. 23" screen as well so you'll have bit more desktop space to play with.

This is the one that I saw, though the default 23" is still $140. Downsizing to the 21.5" is the one that only cost $120.
Then again, I'm pretty new to the PC market, so I'm not entirely sure if this is a good monitor, per se, but I'm sure I wouldn't be too picky when it comes to my first setup.

piggybacking on OPs question what would be an accurate buffer for solo offline play with this monitor https://www.amazon.com/23-inch-Wide-Screen-VX238H-Response-Speakers/dp/B00ANKMNXO ? I've tried most of the buffers from 0 to 6 but none of them seem accurate. I think the ones that feel the closest are 3 and 4, but still timings are different specially wavedash it just doesn't feel as smooth.

Ah gotcha! One last question... Y'all were talking about the vg, I'm looking at the vx for the speakers and it's also $70 cheaper on Amazon. It's 60hz vs 75 on the vg, but same input lag. Any reason I wouldn't want to go with the vx model?

If you’re using anything below an xbox one x, 4k is not supported. I dont care what anyone says, xbox has said so. 1080p is the highest you’ll get. Now, with that being said you want to go for 1080p. But now you need to look in a different area...ms. I’d say hz but xbox doesn’t actually output anything stronger than 60hz no mtter what. However they support 1ms response time. Just FYI, the motherboard i picked is a mATX which is micro ATX so its smaller and i picked a case that supports mATX.
