Put one of these in the hole. Watch for other smoke to come up. Block those holes. Wait 2 hours. Fill in first hole. You're done.

Don't worry about a fan to bring air in. If you have negative pressure from the exhaust, the air will be pulled in naturally.

Like soylent said, don't skimp on the ventilation. Saving a few $100 now only to end up with lung cancer from the cadmium isn't worth it.

A few things to note. The shape of your workspace matters. If you just have a fume hood above your torch you need a really high powered fan to create enough suction to move the fumes away. But if you have a fume hood with walls coming down to your table on 3 sides then everything coming off of your torch is more likely to be pulled up and out. Just make sure the back wall is far enough from your torch that you don't melt a hole through it, or worse yet, set it on fire. Sheet metal or cement backer board is a good material to use to surround your workspace.

Personally I'd go with a whole house fan. Trust me, that sucker will move some air. You might have some noise issues if it's right next to your torch, but if you put it outside and run some ducting that's less of an issue. Failing that go with a gable fan like Mr Jones mentioned below me.

The standard advice for makeup air is that it's at least 10' away from the exhaust. If you're working at one end of a 30' room with windows on the other end, that's plenty.

Once you're setup, buy some of these. Set one off in your workspace and see if any of the smoke goes into the room. Now turn on your torch and do it again. Do it with the torch on low, high, and everything in between. If any smoke drifts back into the room then something's not setup correctly. You either need a bigger fan, or you need to take out a turn from your ducting, bigger pipes, you don't have enough make up air, something.
