This is the capture card I have. It works pretty well, but it records in 480i at 60fps I believe (the Wii outputs 480p max). I'd recommend buying these cables as well due to S-Video being much higher quality than standard AV cables.
For your software, you'll want to download Virtual Dub (the bundled software is not that great plus Virtual Dub gives you options for compression). For encoding, I'd recommend HuffYuv. It's a lossless codec meaning it will be a large file size, but the quality will be 1:1 with the TV.
You'll then want to compress it to a much smaller size. There is a simple program that will encode it in x264 and NeroAAC which will shrink the file size and still give you great quality. You can download it here and I'd recommend the tutorial here.

I'm not sure what your question is, but I think you're asking how to get the VCR output to a computer. You can use any number of composite-USB capture cards. Back in the day only FireWire had enough throughput to handle real-time video, but these days the built-in encoders can push video over USB2 no problem.
An inexpensive but good quality capture card would be the AVerMedia c039. It's better than the crappy Dazzles that people use...not as good as some more expensive cards, but a much more solid base than the Dazzle, and with decent drivers.
Get 3 RCA Y-splitters and two Composite extension cables (you can get longer ones if you want).
Plug the Red/Yellow/White cables from the GC/Wii into one splitter each. Take one of the extension cables and run it from one end of the splitters to the TV. Take the other extension cable and plug it into the other side of the splitters and feed it into the capture card. Make sure the colors match everywhere.
Plug the capture card into the computer and make sure the drivers are installed. Download Open Broadcaster Software and install it. When you open it, right-click the white area under "Sources" and say Add > Video Capture Device. Give the source a name, and select your AVerMedia device from the drop down. Then in the same window, select "Use device audio" in the Audio section, and "Output to stream".

Assuming you're streaming to Twitch, once you've set up your Twitch account, get your stream key from twitch.tv/<your username>/dashboard/streamkey. Open OBS settings and go to Broadcast Settings, select Twitch from the service list, pick a server close to you, and put in your stream key.

I got a component capture card a long time ago for Wii; if I wanted to use it, should I try to buy a component to composite converter?
That is way more work than you need or want to be doing. Don't upscale an SD signal to HD resolutions and then capture. It would just be a waste of recording space for no gain (and probably detrimental as I doubt the scaler in the converter is anything to write home about).

Well, you can, but not exactly. Since you can't just load a Hi8 into your laptop's Hi8 drive, you'll have to use a capture device to record the contents of the Hi8 tape to a file on your computer. Make sure you capture in interlaced if possible so you can put it though HandBrake to deinterlace it.
