You can get better image quality out of a newer VHS player with 4 heads than an old, used up one. Get one with component out instead of just composite. These cost about twice as much as a normal VHS player (around 50 to 60 bucks instead of 25 to 30), but can produce higher quality images. If you buy a used one, test it with an unimportant tape first before entrusting it with valuable recordings. Use a cheap retail movie. Component of course requires a different capture device. It's probably easiest to use a component to HDMI adapter and then an HDMI capture device (note that this one requires USB 3.0). Make sure to get a capture device that does not rely on a specific software, but instead is plug and play and can be used with any kind of video capture software (like OBS). The one I linked is the cheapest I could find that has this feature. Bundled software is often of subpar quality and may be unstable, lack options, have bad quality-presets and/or compatibility issues with the operating system, so it's much better to have options.

As for the format and codec, OBS supports the most common ones. One common format that is guaranteed to work with any iPad would be h.264 as the codec and .mp4 as the file format. Both are supported by practically every device used today, unlike newer alternatives, while still offering a quality/size ratio that is more than good enough enough for low-res VHS tapes (it's fine for HD actually). Choose a healthy bitrate so that there aren't any visible compression artifacts reducing image quality further. Experiment a little - file size isn't going to be a problem in any case. While VHS has a resolution that is roughly a quarter of NTSC or PAL TV (depending on the region), there's a chance that it'll look a bit better if you capture at full TV resolution (720x486 or 720x525). This is of course only a fraction of the resolution of even the very first iPad, so no matter what you do, it won't look as good as even a low-res Youtube video.

So what they mean is, the device just converts the analog 480p to a digital 480p signal, so no upscaling.

Note that I'm personally more of an advocate for generic adapters (component/YPbPr to hdmi) instead of the Wii specific ones, since they are compatible with other consoles as well. Yeah I've gotten that impression re:forced widescreen. I was wondering if a non-wii-specific component>HDMI adapter would work.

Like, this adapter has at least one reviewer who has dealt with that and says this doesn't do it (not for the wii, but re: 4:3 in general), but I am also looking for something cheaper if possible. But maybe I should just try that and then go from there...
