That's not something an amateur should attempt. Hire someone who specifically does food packaging printing. This would be very difficult and costly to do yourself. Like, absurdly so. Your business is worth getting it done professionally.

Or you could go with clear label stickers and print them on your home printer. Also not the most professional but cheaper than on-bottle printing.

Just go to a site like http://www.zazzle.com/cr/design/pt-zazzle_sticker and get some custom stickers printed with 'AL' 'NL' 'East' 'West' 'Central' and stick em' to above the appropriate columns.

Or if you have a decent printer, you can buy some labels and print it yourself.

Second PP - I'd use word and mail merge to print them at home.

If you're using Kraft coloured tags, perhaps transparent labels would look best? You can get them from Amazon fairly cheaply, here for laser and here for inkjet for example.

Design: From a seller on Etsy

Printing: VistaPrint on their Ultra thick card stock

Sizes: Invitation - Standard A7 (5x7-ish), RSVP card - 4x6

Envelopes: Free ones from Vistaprint. We figured people just throw them out anyway.

Addressing envelopes: We bought this which we used in our home printer to print out clear labels. They have a thing on their website where it'll make you the exact template you need to print out. Really easy and convinient.

Belly band: From Cards & Pockets

Postage: Our invites including the wax seal came to about .95 ounces per invitation so we only needed one forever stamp
