Our pediatrician's take was that walkers with wheels are dangerous because baby could get into trouble-- falling down stairs, getting into things they shouldn't, that sort of thing.

Technically, exersaucers aren't recommended either, but our ped's advice was that "as long as you're smart about it" and only use it for limited periods of time with full supervision, it can be good exercise. Don't leave baby in it for more than fifteen minutes at a time, but it can be a fine distraction while you're putting away groceries or whatever.

How about an activity table? Those are great for kids who are just starting to move around. You can leave them with the legs off to play with during tummy time, prop them on two legs to play while sitting up, and then they can stand and play when it's fully assembled.
