There actually is a recent comic book story featuring the Riddler. It doesn't really go into depth into his origins, but is a great read and shows a lot about his character.
Batman: Zero Year Part 1 and Part 2/3
It's a retelling of Bruce's first year as a vigilante. And features the Red Hood, Dr. Death, and the Riddler. The Riddler takes over Gotham, claiming to do it to make the citizens smarter, but is really doing it to prove that he is the smartest man in the city. This is as cool as the Riddler will ever get.

Batman by Snyder & Capullo is generally the most acclaimed Bat-book at the moment.
Manapul and Buccellato were incredible on The Flash. Their run goes through Volume 5. The new team starts with Volume 6, but I can't speak to quality.
Morrison's Action Comics was the best Superman title for a while. After that, we'll skip Volume 4 because it's bad and contributes nothing to anything. Volume 5 starts Greg Pak's run, which runs into the Doomed crossover.
Peter Parker returns after a short absence (where Doc Ock inhabited his body,) and goes almost immediately into the huge Spider-Verse crossover.

For the record I want Arrow to be successful and be favored over Marvel's Hawkeye. I just dislike season 3. Enjoyed the second thoroughly.
