No, they are all led. Prior to getting solar panels and a separate battery, I was rather hard on the Jeep battery. I also have a bad habit of leaving the tailgate up for extended periods. When added to not starting the Jeep for days or even weeks at a time, well the tender is a must for me. Or something like the Battery Tender Solar Jr (charge controller meant for 5-45W panels). I've been testing one lately, and it seems to be a good fit for continuous connection.
I think I would pay a little more and get the Renogy kit. Double the panel watts for just a bit more. For the battery maintainer, I would get something like this:
