I use Browlash EX Waterproof yada yada thingy. Yes, this thing is goddamn waterproof, especially if you pair it with the sealant.
It looks like you have nice skin so you probably don't need that much foundation unless that's the look you're going for! The colour might be too cool-toned and pale, too. What about just wearing a tinted moisturizer or BB cream or whatever, and some cream or liquid blush? Maybe have the blush cover a wider area, placed a bit more like where a spray of freckles would be and blended out. If you have really dark circles under your eyes (can't tell) maybe use just a little bit of yellow-toned corrective concealer in the middle, blended out well so there isn't that white 'u' effect. The blush could overlap it some. To me you look like a perfect candidate for Glossier-style makeup 😊 Some people's faces can take tons of makeup and still look natural; you look like someone who doesn't need much at all. Are you open to just getting a brow marker? Browlash does a lot of brow products like this with brow markers in a range of greyish/brownish shades.
