I'm in the UK, and you have a legal right to breastfeed in public. To try and prevent a mother from breastfeeding in any public space including shops and restaurants counts as sex discrimination and harrassment. That said, there might be areas in this country where women don't feel comfortable doing it due to people staring or making stupid comments. Personally, I'm self-conscious so I'll be using this.
