I have a 2-hour commute a couple times a week. I want to use my phone for audiobooks and handsfree calling. I don't want to be permanently put on the distracted drivers list and have to go door-to-door telling everyone that I'm a convicted criminal, or whatever it is that "zero tolerance" entails this week.
Can anybody explain the "securely fixed" bit? The phrase is all over the law and the interpretive documents, but none of the official documents I've found have examples or a definition. Is it as simple as mounting the phone in a vent clamp?

I paid $15 for it, not $40. I think it's showing $40 because it's an old model; I bought it a couple of years ago. But just posting to give an idea of what to look for. I think this is a preferable solution to having to get involved with mounting magnets in your phone case and should provide a more secure grip overall.
Not a RAV4 owner, but I do like to mount my smart phone from time to time. I use one of those mounts that clips on to your air vent, not this exact one that I linked below, but similar. It doesn't block my air vent too bad, keeps my phone cool and stays in place. I had the same problem with a suction cup based mount so i bought one of those vent clip ones and it works great. specifically this one https://www.amazon.com/gp/product/B00O5JARCI/
I basically have this one. It fits any phone because it's adjustable and it just sits on your vent. These have been around for a while.
I have this one and it works great until you turn the heater on.
