The one thing that taught me the most about how cops can be brutal and still mean well were two things:
First and most importantly: This book's section on the policeman who shot Ed Perry pretty much describes how things go to shit just because of racial biases and such that no single person can control.
Second, I found myself having a nice polite discussion with a policeman who went to a good 4 year college (can't remember specifically) how the whole bravado and dickish business is just a sortof non-escalation technique. If they can get people to submit through policeman-equivalent of shock-and-awe nobody has to get hurt and things stay in control (this was in the context of dealing with drunks and other irascible individuals).
