You can very much pour out of commerical kegs at home, you do not need a Co2 cylinder either. You need a keg tap with a built in Pump.

Breweries are not allowed to sell/ tranport the beer out of their premises.
Typically a $50 deposit on the tap (hand pump) as well, at least I know they do at Hop City. Some places will just sell plastic ones like this, while others will rent ones like this.

Other thing to think about /u/RebelRaine is how much beer you want. Bud Light for instance comes in sixtels and half barrels. Sixtel = 41 Pints ; Half Barrel = 124 Pints. A half barrel is what most people think of (size wise) when they say keg. No matter what size the keg is, the deposit is always going to be $50, but like /u/twduncanator said, you get the deposit back when you return it.
