Give him water, so if it spills it's no big deal. Keep it to mealtime so he's contained and supervised. Start out helping with the cup, then gradually let him hold it more. Just put a tiny bit in when he's holding it himself. Expect it to spill and don't freak out.
My son started using a Doidy cup as soon as he started solids.
My son was the same, wouldn't take any bottle and gagged and made choking sounds with every bottle or pacifier. Eventually I got him to use a doidy cup.
Might be worth trying as I spent a fortune buying different bottles before accepting that he hated them all, but he would use the cup to drink expressed milk from about 4 months.
You could try something like this It can get a bit messy but it might help.
