There is a complete edition that was made for the European market that you can order off Amazon. I live in the U.S. and the DLC was included on the disk. I didn't need PSN to access it.

Infrequently. Can't you create an account and buy it without a Sony device? I may be mistaken, but I know i bought PS4 games through the site when I only had a PS3 and Vita accessible. This is the lowest it's been.
You could of course try to buy a copy of the Euro version https://www.amazon.com/Bloodborne-Game-Year-PS4/dp/B01MS1GOAX/ref=sr_1_2?s=videogames&ie=UTF8&qid=1495762214&sr=1-2&keywords=bloodborne+ps4 but it's never been this low. It works fine on US PS4 (I bought it in january).
