If you feel that eink is worth the extra cost, the Onyx Boox Max2 Pro is your best unit. It runs Android and has a Wacom stylus interface that works very well on PDFs. The Onyx note taking app may not have all the features of OneNote, etc. but it has no lag. Some of the others do.
But it's $850. If low eyestrain and reading in bright light (especially outdoors) isn't an issue either the iPad or the Samsung S3 or S4 would be cheaper options. You could also go with the smaller Boox Note Plus (at $560), but you'll be happier with the Max's 13" screen.
