Ha ha, me too, although my campaigns haven't gotten into superhero powers (more than what's already in the core book, anyway) so I haven't needed that companion book yet.
I've heard the Broken Earth setting has a Fallout feel to it, although I've neither played the video game nor played through that particular setting before. You'll find a lot of fan-based Savage Worlds material though, so good luck and welcome to Savage Worlds!
Have you looked at the Broken Earth supplement for Savage Worlds? (I think they also have it for Pathfinder and FATE.)
I've never tried it, but it seems to be in line with what you're thinking of.
