If you're going inkjet, I recommend brother, as they haven't been known to use anti-competitive techniques to jack up ink prices, like the other guys.
I have a DCP-J152W that has worked more reliably for me than any other printer, and it scans (and copies, b+w or color). Ink is affordable, hasn't dried up in over a year of seldom printing.
To print from a phone there are several different solutions. I think Google has a cloud print service that works, and there are manufacturer-specific print driver apps out there you can install.
edit: looks like my printer isn't sold anymore, but the latest Brother replacement seems to be the MFC-J480DW and looks like a steal to me, then again I haven't used it.
