This book is a reasonable, balanced, non-judgmental presentation of every major category of drugs. They talk about heroin, speed, cannabis, hallucinogens, everything. They just give the facts, without ever trying to tell you what you should or shouldn't do.

Except for the section on inhalants. In that section alone, the authors saw fit to include a disclaimer, in bold letters, something to the effect of: due to the dangerous and brain-damaging nature of the chemicals in this section, the authors of this book DO NOT RECOMMEND the recreational use of inhalants in any form

There's a book called Buzzed that is pretty much what you are talking about, written by a team of people with Ph.D.s. Me personally, I would buy that one over one from some random person on reddit. Just me though.

That's not it but I did find the book I was thinking about in the related books to that one. I forgot that it was called Buzzed.

The third edition listed various studies that found that abusing marijuana at a development stage of your brain, affected it's size - Not sure how that relates to IQ.

Buzzed is the best ive read. It is currently on its 4th edition, and im sure they will do a 5th in a few years.

Although, any correct information is good information, and informing people will always help
