Defense reconnaissance. During the cold war we flew right at their defenses to record and catalog their radars/networks.

That doesn't work today, and just pisses them off. But a "Tic-Tac" from outer space, is clearly not an American reconnaissance platform. See, it infiltrated our carrier strike group and we were powerless to stop the alien invaders.
