It's going to depend on a few factors - megapixel count especially is a pretty useless metric without knowing the physical sensor size.

That $40 20MP camera probably has a sensor the size of a pencil eraser - yes, it has a ton of pixels, but they're so small and close together and generate so much interference between them that the image at full-size will be a noisy mess. Contrast that with something like the 12-year-old, 12.8MP Canon 5D ($3000 at the time) with half the pixel count, but a full-size 35.8 x 23.9 mm sensor - noise levels will be vastly superior, as well as giving a lot of additional advantages owning to the larger sensor such as greater depth-of-field and vastly improved low-light performance.

Speed is also a significant factor - by the time that $40 camera has turned on and taken one shot, that 5D has taken fifteen - for the average user that may not be important, but there are plenty of reasons people don't shoot wildlife with an iPhone.

Like others said. Not a DSLR. It's a Point and Shoot Super Zoom and a crappy one at that. I have both extremes - the Nikon DSLR with battery grip and a pocket super zoom that I always have in my bag.

Point and Shoots have their place - and while several here will just say a smartphone will shoot better - I'll disagree. My P&S is a Panasonic with Leica glass - it's basically a pocket sized 28 - 200 camera. It's not the fastest thing nor the highest resolutions thing; but it has a metal body, fits in my pocket, and for a 5+ year old camera, it has real optical zoom which only a few select cameraphones have, and it shoots video better than my iPhone 5s and my wife's 6plus.

This all said, what is it that you need? I was just reading recently , and to my surprise it's possible to get a Full Frame Canon 5D (original version) for about $350 [1] and I'm sure you can find a kit lens for another $50 - $100. Which would make a pretty awesome and cheap DSLR setup which would smoke a lot of whats out there, just because it's Full Frame and not a crop sensor.
