Just to compare, here is a selection from the Canon side of things with Amazon used prices:
Canon 7d - $990
Tamron 17-50 2.8 - $340
These two are a great basis to work off off and get you to $1330.

If you want to spend some more you could add the following:
Canon 50mm f/1.8 - 100
Canon Speedlite 430EX - 235

But to be honest, if your wife is just starting out and money is a bit tight, don't go out spending $900 or more on a body. As most people will tell you, picture quality is mostly due to lenses. Canon t3i, Canon t4i or 60D as well as Nikon 3200 and 5100 are all excellent bodies and have more than enough features to keep her happy. If you get either of those bodies and a decent 17-50mm lens as well as a 50mm prime she will have great tools to learn on with space to grow.

Just like daegon I would recommend to buy used. Most Photographers look out for their things quite well and most of these lenses and bodies are made at quite good quality levels. I hope this helps.

Canon T4i is a great choice, but the T3i is almost as good and cheaper!

as well as the D3200.

It really depends on your needs, but they are both great cameras! Do some research into them. I think that this video might help.

my guess: Canon T4i with 50mm prime

Probably a canon. He probably wouldn't bring out an expensive 5d, so it's probably a t2i, t3i, t4i, etc. If you want the shallow depth of field, then you're gonna want a pretty nice lens: e.g. >$400. He doesn't zoom, so it's probably a prime lens, and it's night time and the quality is pretty good...then it's probably a prime.

I recommend that you shoot this with a DSLR camera like this one:

DSLRs shoot awesome HD video. But they are tough for beginners to use because they can't auto-focus. Lighting for DSLRs can be tricky too. But if you are shooting outside and if your subjects aren't moving around, a DSLR will work great.

You can get a DSLR like the T4i for about $750 new. But you can find lots of them on ebay and craigslist for much cheaper.

If you are filming outside you will also need a lav mic for your subjects. You can get a very expensive wireless lav or a cheaper wired lav. If your subjects are just going to be sitting there, a wired lav would be fine.

And don't forget a tripod. You need a tripod for sure. A cheap one is fine.

You don't usually need permission to film in public places. But sometimes a cop might give you a hard time just because he can. (or maybe that's more of an american thing.)
