When I lived in an apartment, I had an electric grill like this on my balcony. It was allowed by the building and I can't imagine a building that wouldn't.
It wasn't exactly the same as a gas or charcoal grill, but it was pretty close. Good enough, I'd say. The key to this thing was that it had a metal cooking surface. There's a ceramic heating element that basically heats the fuck out of the metal grill grate and allows you to get that meat on metal sear that you're looking for when you grill.
It's the same basic reason being given by the other people in this thread who are advocating for cast iron cookware. You want to cook your meat on screaming hot metal. A great cast iron pan on your stovetop, then popped into your oven works well, but this is more like that real outdoor grilling experience.
I'm also in Red Lot 6.
I was thinking of getting this Duracell Generator and pair it with this Char-Broil Electric Grill. (Actually this won't work...wattage of Electric Grill is too high)...
