A good book, academic and well researched, is 'Churchill's Secret War:The Ravaging of India' — about the exploitation of India at the expense of the people, and specifically about famine in India directly as a result of British Policies.

The man decided to stop food supplies to a highly populous part of India, thereby killing millions in the process. The official excuse - "we were at war". But a close study of this Churchill character brings to light the callous nature of a celebrated racist who considered people of other races as savages and had no problem in sacrificing millions of non-British civilians.
It's not as systematic or vengeance-fuelled as the Jewish holocaust; but Churchill believed in the same social Darwinian principles that Hitler believed in and had the same callous attitude towards the lives of people belonging to other races when he committed this holocaust through bureaucratic means.
