My go to gifts for one year olds: a rainbow play silk and color drops for the bath. I stay away from anything that takes batteries or could be difficult to store and I have used this exact combo for gifts multiple times because it's thematic and open ended for how and when they are used! We have and still play with a couple silks and still use bath colors and my little one is 2 now.

They are called "Color My Bath" and we got them off amazon.com We also got some Crayola bath crayons and bath paint off amazon.com as well. All really fun things to do in the tub and it all washes away easily. The crayons can be completely submerged and they will still work great.

My 18mo goes through phases like this too. Sometimes she showers or takes a bath, other nights she's not interested. As long as she isn't super dirty, I let it roll. I did get these cool color tabs to put in the bath, which has been a big hit and helps to learn colors. Maybe try that?
