I do have baggage with words like shame. It comes from religion where they make you ashamed of things you did as a child when you didn't know right from wrong and were made to feel Bad for things you didn't understand. I'm not going to admit that that's not true but it also informs my decisions in the future.

They do need to know what they did was wrong, no one is suggesting they don't. But shame is not an effective motivator. I'm not going to continue this conversation because from your history I see you are religious, and shame is a tool used by religions to control and motivate people into suppressing who they are to comply to their models of what it means to good, so this conversation is literally futile. But there are a host of books that talk about shame and why it is dangerous. I shall link you some:
