No, you need a high-end graphics card to enjoy VR. Your laptop doesn't even have a graphics card at all. It uses your CPU to render graphics instead, which wasn't designed to handle anything more than, say, 1080p video.
You can try the SteamVR Performance Test anyway, but don't expect promising results. Your laptop can't even even run regular games as-is, let alone VR games.
Luckily for you, there is hope. Your laptop is new enough that you can still sell it for a few hundred bucks and use the money towards building a proper gaming PC. For a desktop you can expect to spend $800 minimum, though $1000-1200 is ideal (I'm assuming you build it yourself, of course. Otherwise expect to spend a lot more if you're too lazy to learn how to do it yourself). A laptop will run you $1500+, and needs to have a desktop-tier graphics card in it, like the GTX 1070.
EDIT: Given your limited knowledge of PCs, your best bet would be to buy one of the bundles off of Amazon. For $1500 you get a Vive and either a desktop or laptop that meets the minimum requirements for VR. I would reccomend going with the desktop, because like I said, these machines only meet minimum requirements and thus will need a graphics card upgrade 3-4 years down the road. For the most part, you cannot upgrade a graphics card on a laptop, therefore a desktop is your best bet if you plan on playing the latest games for at least a few years.

I'm usually not in favor of buying a pc that comes in a box unless it's from somewhere like ibuypower because I know it's a ripoff, but with the time constraints we're looking at this is appealing.

Just saw the cpu is a different chip too (6402p) which couldn't really find any great answers on the real difference between that and the 6400.
