That is one badass gamecube!

You could use a freeloader like this one to run american games: https://www.amazon.com/FreeLoader-GameCube-Game-Enabler-not/dp/B00006FRD9

Or you could go the less easy route and get a XenoGC modchip installed (if you're good with soldering you could install it yourself).

Also get an american AC adapter (it works with PAL gamecubes) as the european ones could possibly fry the gamecube.

PAL Gamecubes are region-locked to PAL discs. However, if you get a PAL region freeloader disc, you can use it to play Japanese or American games. Something like this: https://www.amazon.com/FreeLoader-GameCube-Game-Enabler-not/dp/B00006FRD9

You don't need to mod to play out of region games. Just use a Freeloader or Action Replay. Easy as pie.

I live in Australia. The item you have linked to will certainly allow you to play NTSC games on your PAL cube, but you don't need to buy this particular item unless you want access to cheat codes. The regular Freeloader is all you need. I have one and it works fine. You can check it out here
