You might like Dawn of Discovery then, I picked it up recently and have been having fun with it.
Unfortunately you can only get a Steam key for the game on Steam, so the one on amazon is just DRM-free.
I think most people will tell you get to Cities, I hear it's a great game, but if you're interested in having trading in your city builder too or you like the older setting Dawn of Discovery might be for you.
Dawn of Discovery Gold (same thing as Anno 1404) is going for $3.75 (75% off).

It does not appear to give you a steam key. I'm downloading it right now directly from Amazon.

Amazon apparently still has download keys available, I don't know if it activates on Steam or not though.
Anno 1404 is on sale, it's just called Dawn of Discovery in NA. And 2070 isn't on sale this time, but IIRC it was on Steam a few months back, so it's possible it might go back on sometime this summer.
If you don't like using onlinekeystore, Amazon has it for download.
