$20 seems extremely low for just about any war game, outside of Risk or maybe Axis and Allies.

Memoir '44 would be a great option, and is currently only $38 in the US on Amazon. It's got beautiful components and fairly simple gameplay, but lets you re-enact historical battles in World War 2. It also has tons of expansions and extra scenarios he can get if he ends up liking it.

The Battle for Hill 218 technically qualifies, but it's nothing more than a box of playing cards that would normally retail for $10 or less, it's just out of print, so it's crept up to $18.

Memoir '44 is $32. I don't think it's a prime deal, but according to Camel, it's the cheapest it's been in a while.
