My 2 points of advice based on my own experience:

  1. Stop using a loofah. Loofahs are too rough even for the skin on our bodies. If anything they make skin more vulnerable to bacteria. Use a SOFT clean cloth to wash with. Every couple of weeks only I use this glove, which is gentler than a loofah and rubs the dead skin off: https://www.amazon.com/gp/product/B00EL11LW0/ref=oh_aui_search_detailpage?ie=UTF8&psc=1

  2. Use an AHA body lotion. I use Paula's Choice Resist Skin Revealing Body Lotion with 10% AHA and I started seeing results within a month after I started using it after every shower. I imagine it's pricey in Australia, but I'm so glad I found it.

Exfoliate your legs once a week. That will help get rid of dead skin and help prevent ingrown hairs. I also use stidex pads after shaving. This is the mitt I use but I know you can find them cheaper here but to give you an idea. Also you can try a razor with less blades. It won't get as close to the skin and less of a change to cause ingrown hairs.
