Yep, same guy. His method is called "Hino Budo" and he's being promoted a lot by a famous French sensei (not Tissier). The blog also mentions the concept of "Rendo" which, along with jukozo and kyokotsu, are staples of the method, from what I can see from the summary of Hino's book ( https://www.amazon.com/Dont-Think-Listen-Body-Introduction/dp/1793103941/ref=sr_1_1?qid=1569435290&refinements=p_27%3AAkira+Hino&s=books&sr=1-1&text=Akira+Hino ).

From what I know (admittedly very little), it doesn't look like internal power/6 harmonies/aiki but is still interesting, it looks a bit like what Minoru Akuzawa, Yoshinori Kono and Tetsuzan Kuroda do. I'd be interested in finding out the origin of those various body methods.
