I had to install a new breaker and a 240v plug, but it heats up nicely!
Not answering your questions but I have a 2 car garage that is insulated and dry walled. I went simple and got a 6k watt electric heater. Wired it up and good to go. It does a good job. You could wire it to a thermostat. At the lowest setting on the dial to it to turn automatically on, it keeps it at 40ish degrees. If I run it on high for an hour or so it get the space to 65 degrees in about an hour. Even in in the dead of PA winters I don't put the temp dial higher than half way.
I don't have natural gas and didn't want to deal with big propane tanks. No regrets.

If you want something that provides real heat it's going to have the be a high power device, the fan you posted is super gimmicky and isn't going to do crap. You want a heater that requires a separate 30-50A 240V circuit. Something like this
