I went looking around and http://www.hobbyking.com/hobbyking/store/__18283__2_4Ghz_Micro_Coax_Helicopter_4_Channel_RTF_Mode_2_.html seems to be a really cheap model with a cyclic. If you're in the US, http://www.amazon.com/Blade-MCX-Mode-2-mCX/dp/B001D7O6JK/ looks like a better deal when taking shipping into account. Nowhere near $16 for the heli itself though.
There aren't good cheap helicopters. There are three channel dual main blade machines everywhere. I like the syma brand. Less than 20$ on ebay and they are as good as walmart gets.
