Foamcore is generally what people use when making inserts for board games. It's easy to work with, glues together well, and looks pretty good, especially if you use a black color to hide any imperfections. You can check out a lot of different examples, tips and tricks over at r/foamcore.
The third method is basically up to you. I can tell you from what I see, and what I am doing now, is simply one or two prints of each image. Size is completely up to you and usually based on the quality of the image of course. That is where you kinda play the game "will this sell at this size?". Usually, the bigger the better in the eyes of the consumer. If it is bigger, they will pay more, if it is smaller, they will pay less.
The third method is best used when you are attempting to grow your profit margin, as in the materials aren't to expensive if you do your shopping.

Now, the T-Square, and Blade are products that can last a while. All Together you spend about $55 USD, at the swapper, for 8x10's, I saw prints going for $30 and they were selling.
You almost made your money back in one sell.

no who you responded to, but this is what I bought when I got mine. It was about 3€ a sheet, and the sheets are about 50cm x 75cm. One sheet about what you need for a 'standard' sized box like Suburbia.
I bought a ten pack on Amazon.
This one. Keep an eye out for Amazon warehouse deals. When I bought mine, I got a 10-pack for 27 dollars. It had a small dent in the corner but otherwise was totally fine.
Any craft store has it. Make sure to check the website for Michael's/Joann's etc for a 40% off coupon.

This is what I use. Fantastic value for square area. Even if the edges are a little scuffed, it's easy to trim it off and still have enormous usable area for the price.
Honestly amazon had 10 20x30 sheets for 5.00 at one point. Apparently it's a good deal that comes around every once and awhile on there. It's currently 25.00. Here's a link to the item to keep an eye on it.
