I've got this going on too. It's very very normal. Some of it is just the effect of wearing a properly fitting bra unfortunately. There's a method to using kinesiology tape to smooth the back for a strapless bra, I can't find the link right now, it's frequently used for strapless bridal dresses. This technique might help you feel happier and more comfortable in your skin at least for special occasions. Use skin prep first if you're allergic to adhesives.

It's taking a bit of time for my body to reabsorb the extra skin. My trainer, who specializes in connective tissue diseases, told me to take collagen, which is a major component of skin, and vitamin C daily. I linked the products I take. I add 1 scoop of the collagen peptides into my daily smoothie, but it works as well in coffee or another beverage. Vitamin C is a precursor of collagen, I split my 1000 mg between morning and evening, one 500mg capsule with my morning and evening medicine.
Both supplements are also anti aging as they boost the collagen in all of your skin.
Just be sure to check with your Dr or Pharmacist before starting a supplement.
It's unfortunately a slow process. I've been taking the Vitamin C about 3 weeks and the Collagen Peptides on an off for 6 months. Most of my weight loss has been in the last 3 to 4 months and I have Ehlers-Danlos so it's anyone's guess as to when the extra skin will reabsorb. Even with normal skin everyone is different.
If you aren't noticing any changes and still have loose skin there are non surgical procedures that a board certified plastic surgeon can perform as well. Here's some info on that. It's one of those things that only you can determine based upon budget, health, how you feel about yourself and your body, and how your significant other feels about your body. I don't think you need it, but you might feel better with something, and that's ok.
