As far as the desk lights go, I probably can't help you too much, but it's likely just an LED strip under the desk or along the back of it.

As for the computer lights. To make it easy for you, some cases have LED's built into them that you can control like this one here it's not the exact same as OP's but somewhat similar. To get one similar to OP's my guess is it's this case here, but it doesn't have LED's built in so you'd have to buy yourself some case LED strips if you find yourself savvy enough for it.

As for the components, you can easily find components that light up and are controllable such as this RAM. Most higher end GPU's have controllable LED's, you can research the brands that might. I know my EVGA brand Nvidia cards do. The light up CPU heatsink looks to be a hybrid cooler similar to this one which has controllable LED's.

After you have all that stuff, it's a matter of just installing the LED controller software for each and picking blue/pink hue's for them.

Do these $20 RGB LED kits on Amazon work ok:

https://www.amazon.com/dp/B00W3HZTPE

I don't really feel like spending $60+ on an Nzxt hue or anything for something purely cosmetic

My friend says he got these and loves them: https://www.amazon.com/eTopxizu-Computer-RGB-control-Flexible/dp/B00W3HZTPE/ref=sr_1_sc_3?ie=UTF8&qid=1467218622&sr=8-3-spell&keywords=pc+rbb+light+strips

I'm definitely going to be getting some of these for my next build this Christmas. They're currently $23.99 on amazon, so that might be within your budget!

So I think something like this may work well.

Ryzen 7 1700 with 16GB RAM, with a GTX 1060. Should be more than enough power for your needs.

Lots of storage with a 525GB SSD for main boot drive, and a 2TB for mass storage. You could also bump up to a 4TB if needed.

Edit-Small case with side window[Fractal Design Define NANO S - Coolest New ITX Case Around?] (https://www.youtube.com/watch?v=aVTuZYJ1wZo)

, and 2x140mm RGB lit fans. The 2 extra fans would need to be mounted at the front of the case

You could also use a LED light strip if you wanted instead of the fans https://www.amazon.com/eTopxizu-Computer-RGB-control-Flexible/dp/B00W3HZTPE

here is a good build guide

You can always get a cheap set of LED strips to stick inside your PC that come with a remote that allows you to pick between 15 or so colors. If you go with that route id recommend going with black/white for all of the hardware aka the stuff you cant change the color of since all white or all black can mesh well with any color

I got this for RGB lighting, only complaint is the white light looks kinda blue and the remote only works like 4 inches from the adapter in the case lol

for cable management I used the zipties that came with my case

Yep, they usually come with remotes or panels that let you change the colours.

Example here. For more, just search "rgb case led" or things like that.

The first link in my comment comes with the control box and 3 LED strips. You can buy extra LED strips if you want but you might not need to, they're really bright. You could always buy extra strips later if you think you need them.

There are other options too besides the corsair kit.. like this one controlled by a remote http://www.amazon.com/eTopxizu-Computer-RGB-control-Flexible/dp/B00W3HZTPE
